With the generous support of The Hong Kong Jockey Club Charities Trust, Hong Kong Young Women’s Christian Association, Hong Kong Lutheran Social Service, LC-HKS, St. James’ Settlement, and Hong Chi Association have collaboratively developed the “Hong Kong Jockey Club e-Platform to Achieve Smart Service for On-site Pre-school Rehabilitation Service” (hereinafter referred to as “e-PASS OPRS”). e-PASS OPRS is specifically designed for on-site pre-school rehabilitation services and aims to comprehensively optimize service delivery and administrative processes, particularly through the automatic scheduling of service arrangements between professional staff and service users. Completed schedules are automatically displayed on staff, school, and service user platforms, reducing communication time and enhancing clarity.
Through this platform, not only is case management made more efficient, but staff are also empowered to make more effective professional interventions through cross-professional case information sharing. A cross-agency knowledge management module has been established within the platform, facilitating resource sharing among different Service Operators and collectively enhancing professional skills across various disciplines. Additionally, e-PASS OPRS strengthens connections between parents, schools, and service providers, offering appropriate support to all stakeholders and thereby ensuring an overall improvement in service quality and effectiveness.

The team effectively demonstrated how the pain points in arranging on-site preschool rehabilitation services were addressed through a smart e-platform that assists both clients and service providers. This system is scalable to accommodate additional NGOs. Additionally, the OPRS can significantly reduce manpower requirements.
