Change Programme for Developing the Government IT Profession
The goal of the Change Programme is to engage 1,200 permanent IT staff and 2,500 contract IT staff to unleash their talent and passion, to work in partnership with other stakeholders to ensure that IT can contribute fully to the betterment of the business and community. To begin, the “Government IT Skills Framework” (GISF) forms the basis for “Continuing Professional Development” (CPD) on staff’s self-development. The “Professional Practice Communities” (PPCs) target for staff’s knowledge sharing on IT strategy, business transformation and IT operations. The “Business Domain Communities” (BDCs) aim for staff’s better communication and co-operation with business partners and stakeholders in business and IT planning.

The “Government IT Skills Framework” is a very comprehensive basis for developing Government IT staff, starting from different technical levels to higher career levels. With support from computerised systems, staff would have clear development roadmap and progress monitoring along their career path. More importantly, the “Professional Practice Communities” and the “Business Domain Communities” would further widen staff’s working scope from technical to business and partnership. Under this programme, staff would become IT professionals with passion and accountability to unleash positive IT power for the society.
